Clause 2. I do not think that the Police Cadets should be transferred
as suggested. A Hongkong Police Calet has to learn Cantonese ani Hindustani. He can learn the former language best in or near
Hongkong.

I am strongly of opinion that he should during his Cadetship be sent for a time to India. I am advised that the period of six months previously suggested by me is too short and that the period should be at least nine months.
- As regaris legal studies I would point out that it would be waste of a Hongkong Police Caiet's time to study the subjects under ii and iii of the syllabus. The law mentioned therein differs very much from the law of this Colony. For these reasons I am of opinion that, no transfers should take place till an officer who joined as a Police Cadet has served some years in a substantive Police Appointment in the Colony for the Service of which he was originally trained.
Subjects of Examination. I prefer my proposal that Police Cadetships
should be offered at the examination for Cadetships proper. The standard of that examination is higher than what is proposed in
the memorandum. A lower standard than that required of Cadets
proper is not possible if the suggestion of interchangeability made in my minute of 26th June is adoptel, and is in any case not desirable.
I take this opportunity of remarking that transfers between the Police Service and Cadet Service once made should be final and no
retransfers should be allowed.
Subjects of · Examination in Languages,
Cantonese.
The Police Caiet should be required to pass the same examination
as laid down for Hongkong Cadets proper.
Hindustani.
